SFACs are systemic barriers embedded in the legal, administrative, and institutional design of fiscal incentive regimes that prevent legitimate access to tax incentives. They are predictable, repeatable, and diagnosable, arising from how incentive regimes are designed and governed across levels of authority, and they operate across three layers: the normative (the law itself), the administrative (procedures and decision-making), and the institutional (how authority is coordinated). The programmes teach you to diagnose which layer is blocking access — and how to resolve it.
What is the Cultural-Creative Tax Incentive Model (CCTIM)?
The CCTIM is a non-binding, procedurally oriented coordination framework designed to reduce SFACs without harmonising national tax law or displacing existing regimes — a soft-law reference that improves coordination, transparency, and accountability across governance levels. It was developed in the cultural-creative context, but its logic is domain-agnostic and extends to R&D, energy, carbon, and infrastructure.
What is the Multi-Layer Governance Framework (MLGF) for digital assets?
The MLGF is the six-layer framework for blockchain and digital assets taught in the digital-asset programmes, applied in sequence: (1) Legal-Normative — the gating security-law classification and regulatory perimeter; (2) Institutional and Administrative; (3) Governance and Decision-Making; (4) Economic and Value-Flow; (5) Technical and Functional; and (6) Cross-Border and Jurisdictional. Layer 1 must be completed before structural commitments are made.
